In Topic: Airgun ban in Scotland will happen

Hi Graham,

Given that sub 12ftlb shooters in England and Wales can't get an EFP, how do they see visitors to Scotland with airguns working?
#
Rob, this is one of the thorny issues we're looking at, some form of quick registration has been discussed with a bunch of other options, right now it's too early to say.
Invitation to an event would constitute good reason.

It has been recognised as an issue to be dealt with, we've had a delay on the next meeting so I've no more news on progress as yet.
The list of issues to get sorted is quite long. I just hope we are given enough time to get it right and they don't jump the gun (No pun intended) and put out something that won't work.
So far the SFCP has been very pragmatic and seem to be heading in a sensible direction.

Regards
Graham

Update, we had raiesed the point of consistency accross all the regions in meeting 3 as there are some diferences between parts of scotland.
The feedback we received was, the implementation of a single scottish force will remove this issue.

We should have an initial draft in the next month or so.

best regards
Graham

OK I don't post on AGS often but I thought I'd give you an update.

Firstly SARPA along with STSF, BASC, GTA and BSF all have representation on the consultative body looking into the licence issue.
We are meeting about every 6 weeks with the rest of the Scotish Firearms Consultative Panel (SFCP) to try to develop a workable legislation with minimum impact.
The SFCP consists, police, forensics, Civil servants, and so on.

So what we have so far is.

1, its a licence not a ban.

2. It's a manifesto pledge so it will happen

3. The biggest issue is defining good reason, target shooting and vermin control have been defined as good reason, the shooting bodies (SARPA) are pushing to include "domestic target shooting in that group"

4. The scheme must be seen to "enhance public safety" given the low crime rates (Dropped by 45% last year) we have stated there is no issue to address.

There's a lot more in the detail such as pellet restrictions, age restrictions, the powers of primary and secondary legislation and so on.

Full minutes are available on the executive site.

We are entering into round 4 of discussions soon,

I must admit the cost vs. reward makes no sense, the reduction in one month of a knife ban in one small area reduced crime by more than is seen with airguns over many years.

First review with the ministers is due in around a month after meeting 4.

Your views are being represented and we're fighting our corner as best we can, but it's definatly damage limitation.

Regards
Graham

BASC and SARPA encourage all shooters to "letter" their local rags given the new crime figures, round 1 of the consultation is on the 29th Nov.

If you have input you wish considered for the Consultation feel free to send through to Chair@sarpa.org.uk

The starting point is no change! Give the Majority SNP gov I guess we're going to get something, trick will be to minimise the damage.

More people have been killed with golf clubs in the last 10 years than airguns! we dont have a problem with Airguns in Scotland

In Topic: Possible proposal.

OK just thought I drop a quick update here.
Frow what we've just been informed, there will be a licence scheme in place before the end of the current SNP term.
It was one of their manifesto pledges and an SNP majority has changed the question from if to how.

Both SARPA and BASC have been invited to consultative body launching November 19th. FYI SARPA is signing an agreement with BASC to ensure we work towards a common goal. Everyone is hoping to keep the damage to a minimum.

More news as it comes, I'll keep the SARPA site up to date and cross post here when I can.

Best regards
Graham
